The NTA’s Strategic Planning Team is responsible for ensuring that land use planning and transport planning are undertaken in an integrated manner.
As part of this remit, it is necessary to provide guidance to local authorities, regional authorities and transport planning practitioners as to how best to ensure this integration.

Area Based Transport Assessments and LTPs

The primary objective of an Area-Based Transport Assessment (ABTA) is to make sure that movement and accessibility of all forms, across all modes of transport, is considered as a key component in the development of areas at a local level.
A Local Transport Plan (LTP) is a report setting out the outcomes of an ABTA, providing details of the transport measures required for a settlement to function in a sustainable manner.
